Vernon Downs owner Jeff Gural said today he plans to resubmit his plans to expand Tioga Downs into a full-scale casino,should state officials decide to solicit proposals in a second bidding competition for the Southern Tier.
Gural said he didn't plan to go back to the drawing board. Rather, he said he wants to make it clearer to the New York Gaming Commission and other officials that his previous investments in Tioga Downs should by counted against those who might propose a brand-new facility.
